Planning and Management Consultants, Ltd. (PMCL) of Carbondale, Illinois is an established water and environmental resources firm with extensive experience relating to socioeconomic aspects of water resource planning, water conservation planning and evaluation, water demand analyses and forecasting, waterborne navigation analyses, flood control planning and management, watershed planning, economic analyses, and other water resources development activities.

Senior Research Analyst. PMCL is seeking qualified candidates to support a range of environmental/natural resource planning activities. Research areas may include socioeconomic aspects of water resource planning, water conservation planning and evaluation, water demand analyses and forecasting, waterborne navigation analyses, flood control planning and management, watershed planning, economic analyses, and other water resources development activities. Qualified candidates must demonstrate understanding of economic principles, analytical research abilities, understanding of statistical analyses, effective problem-solving skills and excellent communication and technical writing abilities. Three or more years of technical and management experience is required, especially with Federal or State governmental resource agencies (e.g., U.S. Army Corps of Engineers, U.S. Environmental Protection Agency, Department of Natural Resources) or consulting firms. Position requires Masters degree or higher. Educational focus on social-science aspects of natural resources is preferred (e.g., geography, economics, environmental sciences, planning, public administration). Environmental Planner. PMCL is seeking qualified candidates to support a range of environmental/natural resource planning activities. Position may involve literature reviews, stakeholder involvement and coordination, meeting planning, meeting facilitation, group consensus-building, technical presentations, and report writing. Qualified candidates should demonstrate an ability to work with stakeholder groups to address natural resource/environmental planning issues, an understanding of economic and environmental planning principles, watershed planning capabilities, and group communication skills. Effective problem-solving skills and excellent communication and technical writing abilities are essential. Bachelors degree or higher in related field required and graduate level training preferred. In-depth experience with U.S. Army Corps of Engineers navigation studies would be beneficial for the prospective candidate.
