Technician II
- Job Description for Posting Number: DEP0000129. Closing Date:
December 22, 2000. Training: graduation from a standard high-school
or the equivalent. Experience: three years of full-time or equivalent
or part-time paid experience in technical or paraprofessional work
in Environmental/Natural Resources. Special requirement: a valid
driver's license required. Job Description: Employee will be assigned
to the Office of Waste Management, compliance assurance and emergency
response section and will serve as the system administrator for
the underground storage tank (ust) program database. Employee will
answer questions concerning the ust program from public, contractors,
consultants, etc. Will compile statistical reports and review notification
forms submitted by tank owners for compliance with regulations.
Employee will specifically serve as system administrator for two
owm/ust databases, tracking approximately 23,305 tank or ownership,
fees compliance, and enforcement actions. Will routinely download
data to ust inspectors' laptop computers and prepare computer equipment
orders. Will review notification of underground storage tank forms
for completeness and for compliance with regulations. Calculate
fees and prepare invoices for ust facilities that were previously
unregistered and answer questions concerning these registration
and capitalization fees. Take phone calls from public, consultant,
and walk-ins concerning ust regulations and certification program.
Prepare statistical reports for u.s. environmental protection agency's
region iii ust program manager, office of waste management chief,
ust program supervisor, freedom of information requests, etc. Conduct
ust worker certification tests; grade the tests and provide notification
to contractor concerning pass/fail status; prepare and conduct test
reviews; log and track closure permits; and process and deposit
checks into state treasury. Employee will work with ust inspectors
and ust program supervisor on special projects. Employee may supervise
clerical staff. Will perform other duties as assigned. Note: preference
may be given to those with knowledge of access and/or revelations
databases. Special requirements: employee will have a wide latitude
and minimal supervision and must be able to work independently.

Environmental
Resources Specialist II
- Job Description for Posting Number: DEP0000128. Closing Date:
December 22, 2000. Job Description: Employee will be assigned
to the Office of Waste Management, compliance assurance and emergency
response section, administrative enforcement unit. Duties include,
but are limited to, the following: Review reports of violations
referred for enforcement to confirm documentation of compliance
with state and/or federal laws and regulations. Draft administrative
and unilateral orders to address the violations. Negotiate settlements.
Track compliance with signed orders, and take appropriate actions
to ensure requirements of order are met in a timely manner. Position
may require employee to appear as a witness before the environmental
quality board or civil court. Employee will handle confidential
information regarding settlement negotiations, chemical processes
and/or procedures. Duties include some travel and field work. Employee
will perform related work as required. Special requirements: employee
must be licensed to operate a motor vehicle in West Virginia. Selected
applicant must take and pass a physical examination within the first
six months of employment and annually thereafter. Failure to pass
the initial examination will result in termination of employment.
Failure to pass the annual examination may result in reassignment
of job duties. Employee will be required to obtain 40 hour hazardous
materials training certification. Note: preference may be given
to applicants who have the ability to write and comprehend technical
and legal materials. Preference may also be given to those with
degrees in Science or engineering, or experience in the legal profession.

Environmental
Resources Specialist II
- Job Description for Posting Number: DEP0000125. Closing Date:
December 20, 2000. Training: graduation from an accredited
four-year college or university with a major in chemistry, physics,
geography, geology, biology, economics, engineering, environmental
studies, natural science, archeology, accounting, business or public
administration or planning. Substitution: full-time or equivalent
part-time paid professional experience as described below may be
substituted on a year-for-year basis. Job Description: Employee
will be assigned to the Office of Air Quality and will report to
the small business ombudsman and will be responsible for coordinating,
assisting, and resolving environmental complaints and concerns initiated
by citizens and/or small businesses. Employee will act as a liaison
between various environmental programs within the division of environmental
protection and the small business community. Will serve as an advisor
to watershed associations and solid waste authorities. Employee
will coordinate reuse and recycling programs for small businesses
and assist with solid waste cleanups. Travel will be required but
overnight travel will be limited. Employee will cover the following
counties: Boone, Fayette, Lincoln, Logan, McDowell, Mingo, Raleigh,
Wayne, and Wyoming. Employee may be based from their home. Will
perform related work as required. Special requirement: must be able
to operate a four-wheel drive vehicle and be eligible for a West
